Mechanics. Our CDs continue to include 5-Man, 6-Man and 7-Man Mechanics. We provide easier access to toggle back and forth between the Mechanics still photos and the video clips. Screen Resolution Upgrade. We continue to push up the technical curve. The process of converting tape to digital has been improving every year. Look for improved viewing quality of all digital video clips featured in this year's CDs.

For every minute onscreen, there is an hour behind it. When we started this venture in 1999, I was advised by someone in the audio/video business that for every one minute you see on screen, there will be approximately 60 minutes of production time behind it. I laughed out loud at the time, not yet having solved the technical puzzle. Add graphics, slow and fast motion, freeze-framing, highlighting, cross-fading and the 1:60 ratio is probably a true statement. Sometimes I spend 25 minutes on one clip just to make sure that the message is properly conveyed.

Website Support for our Products. In the past, everyone who purchased a Rulebooks.Com CD received some bonus information on mini CDs. The Tips and Tricks CD was the digital tutorial. The Clinic Presentation CD showed-off the technology. Now this information is available for viewing on our website.

Quick Video Index. The Quick Index, the listing of plays ID'ed by Referee and Rule./Section/Article for each CD, will continue as a purchase component, as well. These Quick Video Indexes are also available here on our website.

1st Time Visitor   For the uninitiated, what is Rulebooks.Com?

Our program introduces "point and click" technology to NCAA football rules study.  Everything in (blue) is a jump...a link to a specific reference in the book now supported by digitized video clips when available.

Checkout the following Thumbnail Sample Screens #1 - #12 (click here to see Sample Screens).   In the printed rulebook, the initial references in Rule 2-8-2, Forward Progress are Rules 4-1-3-a, b and p. In our Rulebooks.Com version, the references appear as (Rule 4-1-3-a) (Rule 4-1-3-b) (Rule 4-1-3-p)

Just point and click and jump to the rule. That's it!

The program is in the same FORMAT, word for word, Rules 1 through 10 and Rule 12 as the printed NCAA Football Rules and Interpretations.  Some introductory features and Rule 11 have been omitted.   The program is INTERACTIVE.  Use the CBT (COMPUTER BASED TRAINING) section, as shown on Screen #4 (click here to see Sample Screen #4),   to move through each page by clicking the forward and backward arrows.  Test your comprehension by filling-in the MISSING WORDS like a mental highlight pen.  All NEW RULES are highlighted in maroon, EDITORIAL changes in teal, PENALTIES in red.

A PrintScreen command allows you to print the text that appears within the program's display screen.  Click the Printer Icon from anywhere in the program to print that screen.

The Rulebooks.Com Football CD-ROM includes ALL NEW, graphically enhanced, digital video clips taken from last year's football season, 10-30 seconds in length, all linked to Rule/Section/Article references. These clips are edited (highlight a player...freeze frame a play...draw lines on the field) to emphasize points of interest during play action, as shown on SlideShow Screen #12 VIDEO GRAPHIC ENHANCEMENTS (click here to see the Sample SlideShow Screen #12).

Additional features in Rulebooks Football CD include:

Video Screen Layout.  The changes made to the Video Screen more fully utilize the Search Function by adding crews, schools and Rule/Section/Article references into each screen's caption.  Also, the R/S/A is now a link to the rules text in the Rulebooks CD (not the Specialty CDs).   SAMPLE VIDEO SCREEN (click here to see the Sample Video Screen).

Word/Phrase Search Icon.   The improved utility of this feature allows the user to search by game number, team, referee and Rule/Section/Article.  Matches appear highlighted in green, as shown in SEARCH TIPS TUTORIAL (click here to see a brief 6-screen tutorial of the Search Function). Print Online Documents Icon.   This link provides a direct connection from the CDs to various printable documents available here on our website. PRINTABLE DOCUMENTS (click here to see the documents that are available).

How We Apply Digital Video Technology

Last season, 2008, we videotaped and viewed over 122 college games.  We have selected the best of the best and have built the Specialty Downloads (Study Group Action Program - JUST PLAYS! and Rulebook Action Program - JUST PLAYS!) and the Rulebook Download (NCAA Football Rules and Interpretations with Mechanics).

The Study Group Download Program is designed to operate with little navigation on your part. The running video clips are divided into 6 segments and are ID'ed with R/S/A at the beginning of each play.

Introduction of Streaming Video Technology to Football Rules Study

Each week, the staff officials at Division I and selected conferences at other levels are provided VHS cassette videos of the previous week's game officiated by that crew or a collection of selected plays from other games officiated by conference staff officials from the previous week's games.

Ken Rivera, the Mountain West Conference Supervisor of Officials, produces a weekly tape with audio commentary.

As a pilot project, we have contracted with Ken to convert his weekly training tape to a digital format for viewing from the password protected Mountain West Conference web site.  We have upgraded our equipment to meet the technical challenges to support this pilot endeavor.  The goal of providing 24-hour turn-around time, so that  access by the conference staff, aspiring officials working feeder conferences and scrimmage list officials has been achieved.  A DSL or cable connection and Windows Media Player #9 are required for viewing.  For a sample viewing of this project, click the link below.

We Have Taken the High Road with Streaming Video Technology (using Windows Media Player #9)

This is a very dynamic media that is evolving as we speak. It is also very loosely defined. Next time you see a streaming video clip on the internet with viewing privileges offered by Real Player, Apple QuickTime or any non-Microsoft Windows Media Player source, just ask yourself a few quick questions:

We concluded that Windows Media Player #9 or better technology, a free upgrade for users with computers running a minimum Windows 98 SE (Second Edition) operating system, met our standard for performance. Real Player and Apple QuickTime did not match up and we drove right by them. We did the research, asked the questions and got the answers. That due diligence factor keeps our customers happy and our focus at a high performance level.

The second requirement for access to our streaming clips is a DSL or cable modem connection. Shop around and get the best price for service in your area.

Technical Support

When you call for your password, that will be our window to give you a test drive on the navigational features of the program. The password feature was introduced to our products to stay in compliance with the NCAA requirement that we update our rulebook CDs annually.

Without exception, ask any of our customers and they will tell you we provided a telephone introductory tour that lasted until the bulb over the user's head was shining brightly. A one and out customer is just not an option for us.

System Requirements

The minimum SYSTEM REQUIREMENTS are an IBM/compatible PC, WINDOWS 98 or better, sound card and CD-ROM Drive.  These programs are not available for MACINTOSH users.

A DSL line or cable modem connection is the minimum connection for viewing streaming videos here on the internet. Windows Media Player #9 or better is needed to view these videos and may also be required to run some of the video clips on a few of our CDs. Summary

2008 is the ninth year we have produced NCAA Football Rules and Interpretations on CD-ROM and the seventh year with digital videos linked to rules.  Our CDs are used by officials in most conferences nationwide.  Most all NCAA Division I, II, and III conference coordinators and supervisors have submitted their staff lists to us.  Our database of college officials exceeds approximately 3,000 candidates.

Catalog sales from Honig's Whistle Stop Catalog has supplemented domestic sales and introduced the product to overseas users in Australia, throughout Europe and the Far East, as well as in Mexico.  Awards for greatest distance from point of origin go to disc users in Switzerland, Turkey and Iraq.

We have relationships, through telephone and person to person contact with most of the conference coordinators across the country, as well as a solid base of satisfied customers coast to coast.

A few of our customers purchased all three discs last year.  Many others purchased two.  Our next complaint will be our first complaint!

Every week we see our customers officiating in TV games all over the country. Unseen is what is going on in the weekly study groups and pregame meetings, where our CDs are being used to lead discussions on rules applications and mechanics.
